ALTCs
Arizona Long Term Care System
The Arizona Long Term Care System (ALTCS) program is for  blind, or disabled
individuals (or those over 65 years old) who need ongoing services at a nursing
facility level of care.

However,
program participants do not have to reside in a nursing home.
Many ALTCS participants live in their own homes or an assisted living facility and
receive needed in-home services. ALTCS participants are also covered for medical
care, including doctor's office visits, hospitalization, prescriptions, lab work, and
behavioral health services. This medical coverage is provided by Arizona’s
Medicaid program

Frequently developmentally disabled individuals will be eligible to receive services
from DES/DDD but not be "at risk of institutionalization." (ie they are DDD eligible
but not ALTCs eligible)

The term "at risk for institutionalization" is very scary for many parents especially
those with young children applying for these services.  It basically means that
ALTCs will perform an assessment on your child to see if their disability affects
them in a way that that may one day have to live in a nursing facility (NF) or
Intermediate Care Facility for the Mentally Retarded (ICF-MR)

How do they determine if the disability affects them to this extent?

There are four (4) preadmission screening tools or instruments, which are designed
to evaluate applicants of different age groups. The groups are as follows:

Age 0-2…….. (birth through age two or up to the 3rd birthday)
Age 3-5…….. (three through five or up to the 6th birthday)
Age 6-11……. (six through eleven or up to the 12th birthday)
Ages 12…….. (beyond the 12th birthday)
and older
Children under six years of age who are not clients of DES/DDD (e.g., physically
disabled children) will also be assessed using these tools.


What they measure
The DD PAS tools are used to assess the functional, medical and nursing
needs of the applicant. Meeting or exceeding a threshold score on this
screening tool establishes initial eligibility for institutional level of services
(Arizona Revised Statutes §36-2936).

A combination of weighted functional and medical factors are evaluated
and assigned a numerical value to reach totaled scores.

Scoring of the tools
Scoring will be based on functional and medical components that will vary
depending on the tool used. The eligibility threshold on all the tools is 40.

Your child must score a 40 or above on the PAS to be eligible for ALTCs services.

**Never lie during your child's PAS interview but do be very realistic about your
child's abilities and levels of development.  The PAS is not a time when you want to
highlight your child's accomplishments but really focus on what they truly can not
do.
